WHO IS LOKA?

LOKA Creative launched in 2012 in Santa Fe, New Mexico, and soon expanded with an office in Albuquerque. In 2019, the Dallas, Texas, office was founded. LOKA has been serving clients across the southwest, south, west, and midwest regions ever since. Our area of focus is government, municipalities, public utilities, and nonprofit organizations—but we have a collection of small- to medium-sized businesses who have entrusted their brands to us. Together, we build great partnerships.

LOKA has a proven ability to develop integrative community marketing campaigns that drive participation by reaching the audience in context with the method and message most likely to inspire action. We love smart strategy, and we’re not afraid to try something new. Julie Rastetter, Principal & Founder

Julie brings more than 25 years of experience in global branding and nonprofit communications, supported by an MBA in Marketing from Louisiana State University Shreveport and a BFA in Studio Art from Northern Vermont University. As Founder and Principal of LOKA Creative, a WBENC-certified, woman-owned business, Julie leads account direction with a focus on campaign strategies that shift public perception through integrative public relations and digital and social tools. With deep experience establishing public-private partnerships and securing stakeholder buy-in, Julie has served clients across government, tribal, and nonprofit sectors throughout New Mexico and beyond.

Gia brings more than 30 years of experience in marketing, advertising, and publishing, supported by a B.A. in Business Administration with concentrations in Finance and Marketing from Florida International University. As Partner and Chief Growth Officer of LOKA Creative, a WBENC-certified, woman-owned business, Gia leads strategic expansion efforts, including acquisitions, business development, and organizational growth. With more than a decade of business consulting experience and mentorship from renowned strategist Jay Abraham, Gia brings a disciplined, analytical approach to solving complex challenges.

Rosario Gonzales, Chief Operating Officer

Rosario brings more than 18 years of management experience in campaign strategy, client services, social media, and event direction, supported by a B.A. in Psychology and Spanish from the University of New Mexico and a Project Management Certification. As Chief Operating Officer of LOKA Creative, Rosario oversees day-to-day operations with a focus on delivering seamless client experiences and keeping complex, multi-channel campaigns on track. With additional expertise in web planning and management, she brings a grounded, systems-minded approach to every project and a reputation for creating unforgettable experiences for clients and stakeholders alike.

Katie Lovvorn, Media Strategist

Katie brings more than 15 years of experience in marketing, communications, and international development, grounded in a deep curiosity about people and how they connect. She holds an M.A. in Political Science and a B.A. in International Relations from California State University, Chico. Her background in cross-cultural communications and global initiatives continues to shape her work and her perspective. Katie loves exploring new places and learning from the communities around her.

Anthony Guerra, Creative Director

Anthony brings more than 12 years of digital communications experience, supported by a BAS in Animation from New Mexico State University and an AAS in Digital Media Communication from CNM. With seven years developing nonprofit branding at LOKA Creative, Anthony leads creative direction across brand development, motion graphics, print and digital design, and video and audio production. His work spans some of New Mexico's most prominent public-sector clients, and he brings both technical precision and visual storytelling to every project.

Leigh Scariano, Copywriter

Leigh brings five years of experience in writing, digital content creation, and public relations, supported by a B.A. in English Literature and Creative Writing from the University of New Mexico. As Content Writer at LOKA Creative since 2021, Leigh crafts long- and short-form content across a range of sectors, from behavioral health and tribal communications to tourism and community services. Her approach blends clear, compelling prose with earned media strategy, helping clients connect authentically with the audiences that matter most.

Graciela Gonzalez, Cultural Strategist

Graciela brings more than 18 years of language study and cultural communications experience, supported by a Bachelor's degree from New Mexico Highlands University and a Master's in Social Work. She is TESOL-certified through the School for International Training, DELE A2-certified through the Instituto Cervantes, and completed Cadence 2 Training with Alliance Française. As Cultural Strategist and Transcreation Specialist at LOKA Creative since 2020, Graciela specializes in the transcreation of marketing campaigns designed to authentically engage multicultural consumers and drive measurable results. Her multilingual background and deep cultural fluency make her an essential voice in shaping communications that resonate across communities.

Chloe brings more than 10 years of experience in operations, event management, and stakeholder coordination, supported by a B.A. in Environmental Planning and Design from the University of New Mexico. Her background spans large-scale public event production, regulatory compliance, social media strategy, and facility management, with hands-on experience supporting government agencies, small businesses, and conservation initiatives across Albuquerque. Known for being calm under pressure and deeply committed to community-centered work, Chloe brings a highly organized, people-first approach to every project she touches.

Nicole Shea, Marketing Coordinator

Nicole brings more than 7 years of experience in marketing coordination, customer service, and client communications, with a background spanning health and wellness, real estate, and digital marketing. At LOKA Creative, Nicole works behind the scenes to keep everything moving, managing scheduling across all client accounts, overseeing high-volume social media and newsletter production, and delivering the reporting that keeps campaigns on track.
